If you hold a California C-20 HVAC license — or you’re getting one — you’ve probably heard the peer-to-peer shortcut: “No employees? Then you don’t need workers’ comp.” For a lot of busy owners, that sounds like common sense. For C-20, CSLB’s rule is different.

Why C-20 is different (education, not fear)
This article focuses on C-20 HVAC for the solo–workers’ comp education angle. CSLB already requires workers’ compensation for C-20 even if the contractor works alone. Think of it as license- and bid-readiness hygiene — keeping standing and paperwork aligned — not a scare campaign.

“No employees” ≠ “no WC” for C-20
The common myth is: no W-2s → workers’ comp isn’t needed. For C-20, that myth doesn’t match CSLB’s C-20 rule. Plenty of solid owners pick that up from peers or a GC rumor mill; the respectful next step is simply checking the C-20 requirement against your own license record and coverage.
Other-class dates vs. C-20 (keep this short)
Some contractors hear about future workers’ comp timelines for other license classes (for example, conversations around 1/1/2028). Those timelines do not erase the existing C-20 requirement. Other-class dates don’t replace or override what C-20 already expects — and this post isn’t a rulebook for C-10, C-15, C-27, C-36, or anyone else.
What “required WC” usually means on the job
On the ground, bid packets, GC compliance, and license standing often collide around workers’ comp proof. If coverage is required for the license, a lapse can lead to automatic license suspension under CSLB rules. That’s the board’s rule stated factually — not a threat.
The practical move is keeping coverage current and confirming the right certificate is on file from an in-force policy.
You’re not “doomed.” You’re confirming standing, paperwork, and what applies to your C-20 operation.
Certificates and CSLB as certificate holder
From an in-force Farmers workers’ compensation policy we place, we can prepare and file the WC certificate with CSLB as certificate holder when that path applies. Certificates of insurance are issued only from an in-force policy — we don’t invent same-day COIs without coverage in force.

Does a 2028 (or other-class) date change my C-20 rule?
No. Other-class timelines do not remove the existing C-20 requirement. Don’t generalize a universal “WC by 2026” claim from those dates.
